PARCC TESTING
PARCC – the Partnership for Assessment of Readiness for College and Careers – is a group of states working together to develop a common assessment to replace previous state standardized tests. This set of high quality, computer-based K–12 assessments in English Language Arts and Mathematics are linked to the new, more rigorous Common Core State Standards (CCSS).
PARCC states have committed to building a K-12 assessment system that:
• Builds a pathway to college and career readiness for all students.
• Creates high-quality assessments that measure the full range of the Common Core State Standards.
• Supports educators in the classroom.
• Makes better use of technology in assessments.
• Advances accountability at all levels.
HISTORY OF ASSESSMENTS IN NJ
New Jersey has had state assessments for decades. In addition, the federal government has required every school district to have a 95% participation rate in state testing since the No Child Left Behind Act of 2001. Since states are required to test students, New Jersey has taken a leading role in making a commitment to strengthen student knowledge and skills and ensure that the state tests will provide important data to parents and teachers.
REFUSAL
Refusal to test will not result in disciplinary action by the District, but may result in jeopardizing a student’s ability to fulfill all New Jersey Department of Education requirements to graduate from high school. As per Acting Commissioner Hespe’s October 30, 2014 memo, “schools are not required to provide an alternative educational program for students who do not participate in the statewide assessment. GRADUATION TESTING REQUIREMENTS
Pursuant to federal requirement N.J.S.A. 18A:7C-1, the New Jersey Commissioner of Education, with approval of the State Board of Education, is required to establish a program of standards for graduation from secondary school, and such a program shall include, “the development of a Statewide assessment test in reading, writing, and computational skills to be administered to all secondary school pupils”. Beginning with the Class of 2016, the High School Proficiency Assessment (HSPA) will no longer be a graduation requirement in the State of New Jersey. It has been replaced by the Partnership for Assessment of Readiness for College and Careers (PARCC) test. All 9th, 10th, and 11th grade students in English Language Arts and all students taking Algebra I, II, and/or Geometry are defined as “tested” students under PARCC.

RESULTS
Results of the 2016-2017 PARCC assessments will be available in the summer of 2017. Parents will receive individual student reports, as well as a guide to understand and interpret these reports.
BEGINNING IN 2016
Sterling High School will be administering the PARCC in both the fall and spring to accommodate our block schedule format. Students enrolled in English I-III, Algebra I, Geometry, and Algebra II will test during their regularly scheduled class.
